A survey by Exchange for Change, the administrator of the UK’s deposit return scheme (DRS), found that fewer than half of retailers feel prepared for the scheme’s launch.
While 68% of retailers were aware of the DRS with a year to go before the launch in October 2027, only 43% felt “fairly” or “very” prepared. The survey, carried out in September, also revealed that 7% of retailers had minimal or no knowledge of the scheme. Responses came from retailers of all sizes, with 47% of them representing small businesses with 1-5 stores.
Retailers Seek Greater Guidance
Supermarket and convenience store leaders said that the results highlight the challenges faced by the administrator and the UK government in preparing for the launch. They emphasized the need for more detailed instructions.
Exchange for Change stated that the feedback would help improve communication channels and provide ongoing support to retailers. The survey will continue to assess awareness as the launch date approaches.
Trade bodies, including the British Retail Consortium (BRC), echoed the need for clearer guidance. Naomi Brandon-Bravo, head of sustainability and supply chain at the BRC, noted that the lack of preparation is unsurprising given the absence of clear instructions on several aspects of the scheme.
Collection and Storage Concerns
The BRC’s primary concern centers around the physical collection, manual handling, and back-of-house storage of millions of empty drinks containers. They seek confirmation on collection and storage procedures and timely decisions on exemption applications.
Despite these challenges, Brandon-Bravo affirmed retailers’ commitment to meeting the October 2027 start date.
Retailer Engagement and Resources
Exchange for Change said around half of retailers had accessed information through its website or newsletter. The organization encourages retailers to register with Exchange for Change as soon as possible, particularly those with limited knowledge of the scheme.
A spokesman for Exchange for Change added: “We are encouraged that 93% of retailers surveyed reported knowledge and understanding of the Deposit Return Scheme with 11 months to go until launch, with more than two-thirds (68%) saying they know the scheme either very well or fairly well.”
Insights from the Retailer Readiness Survey will help inform how the administrator continues to communicate with and support retailers over the coming year, including identifying where additional guidance and engagement may be needed.
